The Philippine Embassy in Cairo informs the public of the new arrangements for the issuance of Apostilles for National Bureau of Investigation (NBI) eClearances, effective 23 October 2026, following the integration of the eApostille System with the NBI eClearance System.

Under the new arrangements, the following guidelines shall apply:

🔹 For Apostille Contracting Parties: Only electronic Apostilles (eApostilles) will be issued for NBI eClearances intended for submission to countries that are parties to the Apostille Convention.

🔹 For Non-Contracting Parties: Only Authentication Certificates will be issued for NBI Clearances intended for submission to countries that are not parties to the Apostille Convention.

IMPORTANT NOTE FOR FILIPINOS IN EGYPT

Please be advised that Egypt is NOT a member of the Apostille Convention. Accordingly, NBI eClearances intended for use in Egypt will require an Authentication Certificate. Applicants are advised to check the applicable authentication requirements with the concerned Egyptian authorities before submitting their documents.

This initiative forms part of the Philippines’ continuing implementation of the electronic Apostille Programme (e-APP) of the Hague Conference on Private International Law (HCCH). It aims to facilitate the secure electronic issuance and verification of Apostilles and promote the efficient cross-border use of public documents among countries that are parties to the Apostille Convention.
