Security Situation. The Republic of the Sudan continues to be engulfed in a large-scale armed conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). The conflict continues to present significant security, humanitarian, and regional stability challenges. Overall security conditions remain volatile, and ongoing hostilities are expected to prolong humanitarian needs and regional concerns. The Darfur states continue to experience instability and face substantial restrictions on the delivery of humanitarian assistance. Remaining in or entering these areas poses an extreme and imminent risk to life and property. Communications, banking, and transportation systems are largely disrupted or suspended.

Government Advisories. The competent authorities in the Sudan have imposed localized restrictions, extensive security checks, and enhanced military oversight. The United Nations Secretary-General, the United Nations Security Council, the Office for the Coordination of Humanitarian Affairs (OCHA), the United Nations High Commissioner for Refugees (UNHCR), the World Food Programme (WFP), the International Committee of the Red Cross (ICRC), and the African Union have issued emergency declarations and protection alerts, including specific warnings about atrocity crimes in Darfur. The United States, the United Kingdom, Canada, Australia, New Zealand, the European Union member States, and most Asian and African governments have issued ‘Do Not Travel’ advisories and have evacuated their nationals; many embassies have suspended operations.

Recommended Action by the Government.  The Department of Foreign Affairs strongly urges all Filipinos NOT to travel to this area under any circumstance and directs Filipinos who are currently present in the conflict zones of the Sudan to evacuate immediately. Filipinos are directed to report to the Philippine Embassy in Egypt, or designated assembly or evacuation point at the earliest opportunity. Filipinos are urged to follow the directives of the Philippine Embassy in Egypt and to monitor official DFA channels for further updates and instructions on evacuation procedures, assembly areas, and repatriation schedules. The Philippine government, through the Department of Foreign Affairs and in coordination with relevant agencies, is closely monitoring the situation and is prepared to provide assistance as necessary. The Department shall provide timely updates as the situation develops. Pursuant to Republic Act No. 11641, the Department of Migrant Workers (DMW) shall regulate the recruitment, employment, and deployment of OFWs.
